PLEA OF NOT GUILTY AND REQUEST FOR HEARING
GENERAL INSTRUCTIONS
- To request an appeal hearing for a traffic citation issued by the City of West Palm Beach, you must do so within fourteen (14) calendar days.
- Signed and completed form must be received by the City of West Palm Beach Division of Parking Administration within fourteen (14) calendar days of the ticket Issue Date.
- Failure to return the completed form (with all required information and attachments) to this office within the specified time limit will result in your appeal being denied.
- Print clearly and complete in its entirety the Plea of Not Guilty and Request for Hearing Form.
- If you have any questions regarding the appeals process, or how to complete the form
immediately contact the City of West Palm Beach Division of Parking Administration by
calling (561) 822-1500 or toll free: (866) 472-7275, or visit the Parking Division
administrative office at 500 Banyan Blvd., West Palm Beach.
- Your request will be returned unprocessed if incomplete or missing information.
- In order to process you Request for Hearing, we require the following documents:
- A copy of the Citation you are appealing.
- A copy of your driver's license.
- Any documentation that supports your citation was issued in error.
- If all the criteria have been met, your appeal will be forwarded to the Palm Beach County Clerk of Courts Parking Violations Division. Once the citation has been forwarded to Palm
Beach County Clerk of the Court, the citation will be processed by the Clerk of the Court.
- Once your request for appeal has been transmitted to the Clerk of Courts, all further concerns, payments, inquiries and communications regarding this citation, or a scheduled

- The Palm Beach County Clerk of the Court will notify you of the date and time of the
hearing.
IMPORTANT INFORMATION
- Do not pay your fine at this time if you are appealing it (you will be required to pay the court later if the citation is upheld).
- You waive the right to pay the current amount of the civil fee (parking fine) to the City of West Palm Beach when the citation is forwarded to the Clerk of Circuit Court.
- If the citation is upheld, it may be subject to additional fees and costs.
- Only those appeals filed correctly, and written within the time allowed will be processed.
Postal delays or electronic equipment failures will not be considered a valid excuse for an untimely appeal request.

Q: How do I pay a parking ticket/citation?
A:There are four ways to pay a parking citation: by phone, in person or by mail.

You can pay by money order (from a U.S. Bank), OR personal check (U.S. funds). Visa, Mastercard, and cash payments are only accepted on payments made in person. PLEASE DO NOT SEND CASH BY MAIL.

To use the City's Parking Ticket Payment System Navigate to: https://onestopshop.wpbgov.com/parking/.
To make an online payment, enter your Parking Citation Number or the Tag Number of your vehicle in the area provided below.
To search by citation number, please enter the ticket number found in the location indicated. All hand written tickets have a prefix of T. Please enter T before the number in the box below. A computer printed ticket should begin with one or two letters followed by six to nine digits. Ignore hyphens or spaces when entering the number (i.e. C200405589). Tickets are usually in our system within a day or two of being issued.
To search by license plate, please enter all letters and omit spaces and dashes when entering the number (i.e. ABC123)
Q:How do I dispute a parking citation?
A:
In the event you receive a parking citation and would like to contest it, please appear in person at 500 Banyan Boulevard, West Palm Beach Monday-Friday during the hours of 8:00 a.m.-5:00 p.m., OR submit a Plea of Not Guilty and Request for Hearing Form to the City of West Palm Beach Parking Division, 500 Banyan Boulevard, West Palm Beach, FL 33401 within fourteen (14) days of ticket issuance. An appeal must be submitted on the City's form to be processed (Plea of Not Guilty and Request for Hearing Form). If the completed form is not received by the city within fourteen (14) days of issuance of the citation, an appeal will be deemed untimely and will not be processed. Please note we are closed for the major holidays. Certain violations submitted for appeal on a valid Plea of Not Guilty and Request for Hearing Form, with valid documentation, may be dismissed administratively in lieu of Court.

Explain in detail on the appropriate portion of the form why you believe the citation was issued in error and attach the original citation and any supporting documentation.

Check the box, if appropriate, indicating if you are the registered owner, or if you were the operator of the vehicle at the time of the violation.

Attach copy of the Citation you are appealing, copy of your driver's license, and any documentation to support your citation was issued in error.

Sign and date the form.

YOUR PLEA OF NOT GUILTY AND REQUEST FOR HEARING FORM WILL BE RETURNED UNPROCESSED IF INCOMPLETE OR MISSING THE REQUIRED DOCUMENTATION.

Q: How much time do I have to submit a request for an appeal?
A: A Plea of Not Guilty and Request for Hearing Form must be returned to the City of West Palm Beach Parking Division, 500 Banyan Boulevard, West Palm Beach, FL 33401 within fourteen (14) calendar days from the date the citation was issued. A Plea of Not Guilty and Request for Hearing Form must be received by the city within fourteen (14) days from issuance of the citation to be processed. No appeals will be processed after the 14th day. Failure to return the completed form (with all required information and attachments) to this office within the specified time limit will result in your form returned appeal being denied. Q: Will penalties accrue if I do not submit a Plea of Not Guilty and Request for Hearing Form to the City within the fourteen (14) days?
A: Penalties will continue to accrue until we receive a timely Plea of Not Guilty and Request for Hearing Form, or payment is made in full.
Q: What will happen if I want to appeal and I do not submit a Plea of Not Guilty and Request for Hearing Form to the City within the fourteen (14) days?
A: Failure to return the completed form to this office within the fourteen (14) days will result in your appeal request being denied.
Q: Will the City process and handle my appeal?
A: If your Plea of Not Guilty and Request for Hearing Form has been fully and completely filled out and all the criteria have been met, your appeal will be forwarded by the City of West Palm Beach to the Palm Beach Clerk of Courts, Parking Violations Division. Once the citation has been forwarded to Palm Beach County Clerk of the Courts, the citation will be processed by the Clerk of Courts.
Certain violations submitted for appeal on a valid Plea of Not Guilty and Request for Hearing Form, with valid documentation showing the citation was clearly issued in error, may be dismissed administratively by the City in lieu of Court.

Q: How will I find out when my hearing will be?
A: The office of the Palm Beach County Clerk of Courts will notify you of the date and time of your hearing. You must provide the City of West Palm Beach Parking Division with your current address on the Plea of Not Guilty and Request for Hearing Form, a post office box address only is unacceptable. All notices pertaining to your parking violation notice and court appearances will be sent to the address that you provided on your Plea of Not Guilty and Request for Hearing Form.
Q: Who will hear my appeal?
A: Appeal on parking violations are held before the Palm Beach County Civil Traffic Infraction Hearing Officer. They are conducted in the same manner as a non-jury trial. The officer who wrote the ticket represents the City of West Palm Beach at the hearing. The Hearing Officer determines whether the alleged parking violation was committed, based upon the testimony and evidence presented at the hearing.
Q: What happens if I lose my appeal before the County Traffic Hearing Officer?
A: If the Hearing Officer determines that you (or someone operating your vehicle with your permission) committed the alleged parking violation, you will be deemed to have waived your right to pay the original amount indicated on the parking citation.
If the parking violation is upheld, a fine of up to $100.00 plus court costs may be imposed. For disabled persons parking without a disabled parking permit a fine of up to $250.00 plus court costs may be imposed.
Q: Can I pay my ticket after I have requested a hearing?
A: Once a hearing time is requested, payment cannot be accepted by the City of West Palm Beach Division of Parking Administration. Once your request for appeal has been transmitted to the Palm Beach County Clerk of Courts, all further concerns, payments, inquiries and communications regarding this citation, or a scheduled hearing must be addressed to: Sharon R. Q: What happens if I miss my court date or are unable to attend?
A: Failure to appear on the Court scheduled hearing date may be regarded as a "no-show" and may result in you being adjudicated guilty, which may include a civil judgment against you plus court costs. The Hearing Officer may also apply to the County Court to issue a contempt order against you for your failure to appear at the hearing.
