Invitation to Participate
Stimulating the Local Economy through a
City of West Palm Beach Employee Discount Program
The City of West Palm Beach invites all businesses who are interested in increasing their sales through an employee discount program. It is the intent of the City to promote and post those businesses providing discounts to the 1500+ employees. The City is seeking businesses which have a permanent place of business within Palm Beach County.
The objectives of this program are:
- Support local businesses to capture sales that may be otherwise missed,
- Provide City employees with options for saving money for everyday products and services, and,
- Provide City employees the incentive to buy local.
This is a non-exclusive program and all Palm Beach County businesses are encouraged to respond. The City does not intend to limit the number of businesses in each category.
Each business that submits and offer and is found to meet the minimum requirements will be notified by letter. Employees will be instructed to show their I.D. badge in order to get the discount.
Business discounts will be posted by the City on the City’s electronic Employee Bulletin Board and advertised through other forms of communication. The City reserves the right to determine which categories of businesses it will make available for employee discounts.
The City will accept Discount Offers on an on-going basis. The Discount Offer form is available in Word Document or PDF formats. Businesses are encouraged to attach their menus, flyers, or line item lists with the Discount Offer form in an electronic format.

The City has compiled a listing for the categories and goods and services that are used currently by its employees. This list is not inclusive and the City welcomes businesses who have an interest in helping City employees save on the costs of goods and services.

Minimum Requirements
The business or service provider submitting an offer to participate in the City employee discount program must meet the following minimum requirements:
- The business / service provider must be properly licensed to do business under State and local law.
- The business / service provider must have its principal place of business in Palm Beach County.
- The business / service provider must have all current business tax receipts.
- The business / service provider must agree to offer a discount for a period of time no less than ninety (90) days to all City of West Palm Beach employees who show their City picture ID badge. Businesses would be required to notify the City with a two (2) week notice to cancel program participation.
- The Discount Offer must be signed by a person authorized to bind the business / service provider.
Disclosure and Disclaimer
This Invitation to Participate is being issued by the City of West Palm Beach. Any action taken by the City in response to offers made pursuant to this Invitation to Participate or failure or refusal to take any action, or in any withdrawal or cancellation of this Invitation to Participate, shall be without any liability or obligation on the part of the City or its officers, employees and advisors. This Invitation to Participate is made subject to correction of errors, omissions, withdrawal, cancellation or termination without notice.
Florida law provides that municipal records shall at all times be open for personal inspection by any person in accordance with Section 119.01, Florida Statutes. Information and materials received by City in connection with any offer shall be deemed to be a public record subject to public inspection. upon award, recommendation for award or 10 days after bid opening, whichever occurs first. However, if the offer or believes any of the information contained in its offer is exempt from disclosure, then the offer or must specifically identify the material which is deemed to be exempt and cite the legal authority for the exemption, otherwise, the City will treat all material received as public records. |
