Compliance Programs
The City is committed to ensuring full and equitable participation by small businesses in the provision of goods, services and construction to the city. In doing so, the following policies have been established. |

1) Small business participation goals have been set within the City’s procurement process to ensure that all small businesses are afforded the maximum opportunity to participate on bids/contracts. |

If the second bidder is within 10% of the low bid and both are deemed responsible, then the small business or the bidder utilizing a small business would be awarded the contract. Bidders/contractors are encouraged to reference the Small Business Program's directory of all currently certified small businesses. The directory is intended to assist bidders/contractors with meeting small business participation goals on City projects by connecting them with potential subcontractors for quotes, bids and RFP's. In addition, bidders/contractors may also reference the Palm Beach County Office of Small Business Assistance's website at www.pbcgov.com/osba for their directory of certified small businesses. All County certified small businesses can streamline the City's certification process by submitting the appropriate documentation. |

2) Procedures have been set to ensure compliance with Small Business Participation Goals through a recordkeeping system of forms throughout the procurement process. Submission of these forms is required, as appropriate, with each bid and/or during the contract process. |
