RFP 16-17-200 Bond Counsel & Disclosure Counsel Services

Bond / Disclosure Counsel RFP
Contact: Morris G. (Skip) Miller
On page 13 of the RPB, information for bond issues is requested for calendar years 2013, 2014 and 2015. Should that instead be 2014, 2015 and 2016?
clarification request
Contact: JoLinda Herring
1. The below question listed in section 2 seems to be the same as the one in section 4; the only difference being that section 2 asks for our role with the agency and title of contact person and section 4 asks for the reference’s email, city and state. Can you please clarify? Section 2: List at least three (3) Florida governmental clients the City can contact as references with respect to the proposers work performance within the last five years. For each reference, include the following: a) name of client, b) contact person, c) title of contact person, d) telephone number and e) indicate your role with the agency. Section 4: Provide at least three (3) Florida governmental clients for which your firm has served within the last five (5) years. Reference information must include, at a minimum: name of agency, contact person, city/state, telephone and email.
Indemnity clause
Contact: JoLinda Herring
Section 10 of the Request for Proposals discusses the indemnity to be agreed to by the Proposer. We believe that the indemnification is overly broad and seems to be geared more toward construction contracts. Can we provide some alternative language to be considered by the City?
Insurance requirement
Contact: JoLinda Herring
We do not own any automobiles. Will we still be required to provide automobile liability insurance?
Work from attorneys not licensed in Florida
Contact: Eric Aaronson
Does every lawyer providing services to the City in contemplation of this RFP have to be licensed in Florida? Will the City be okay with a lawyer who is not licensed in Florida to do work in conjunction with lawyers who are licensed in Florida? The non Florida lawyer is part of the same law firm as the Florida lawyers.
Form of bond counsel opinion used
Contact: Eric Aaronson
Under "Instructions for Submittals", 3. Proposal Formatting, Section 2 Technical Proposal, g, what is the "form" we are supposed to use? Our firm has a standard form that we use that is modeled after the recommended National Association of Bond Lawyers form. Is our form acceptable? Please clarify.
