The City of West Palm Beach is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) and Housing Opportunities for Persons With AIDS (HOPWA) Programs. In accordance with 24 CFR 91.505, the City of West Palm Beach is submitting a substantial amendment proposing the following changes to:
- Allocate CARES Act CDBG-CV & HOPWA-CV Program funds in 2019 Annual Action Plan to eligible activities;
- Reallocate CDBG Program funds in the 2019 Annual Action Plan to eligible activities to support COVID-19 response; and
- Program unallocated funds or program income to eligible activities.
Federal regulations require for the City provide the public with reasonable notice of and an opportunity to comment on any substantial amendments in accordance with 24 CFR 91.10. However, as a result of the COVID-19 pandemic, HUD issued a memorandum detailing the availability of waivers of Community Planning and Development (CPD) grant program and consolidated plan requirements to prevent the spread of COVID-19. The 30-day minimum for the required public comment period is waived for substantial amendments, provided that no less than 5 days are provided for public comments on each substantial amendment. In addition, in-person public hearings are not required.
The 5-day comment period will commence on May 20th, 2020 and end on May 25th, 2020. A detailed description of the proposed substantial amendment including specifics on budgetary changes is available by request. The public is encouraged to comment and anyone wishing further information may write to:

Prior to the adoption, the City of West Palm Beach will hold a virtual public meeting on the proposed amendment. The virtual public meeting will take place on Monday, June 1st, 2020 at 5:00 PM. To promote social distancing in the City of West Palm Beach, the City is turning to Zoom technology to host public meetings. Zoom is a cloud platform for video and audio conferencing, collaboration, chat, and webinars across mobile devices, desktops, telephones, and room systems.
To ensure that the public can view the virtual meeting, the meetings will also be broadcast through all the usual channels and avenues that are provided when a City Commission meeting is regularly held in the Commission Chambers at City Hall. The meetings can be viewed live on:

The City of West Palm Beach will consider any comments or views of residents, agencies, or other interested parties received in writing or orally at Public Hearings, in preparation of the final amendment. A summary of these comments will be included in the final documents.

Five Year Consolidated Plan 2020 – 2024, 2020 Annual Action Plan, and Citizen Participation Plan
The City of West Palm Beach is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, and Housing Opportunities for Persons With Aids (HOPWA) Program. HUD requires state and local governments to develop a Five Year Consolidated Plan that sets out the objectives and focus for the expenditures of the funds, over a given period, based on needs identified through a public input process. The Consolidated Plan is carried out through Annual Action Plans which provide a concise summary of the actions, activities, and specific federal and non-federal resources that will be used each year to develop strong, sustainable, and inclusive communities.
Due to the recent emergence of COVID-19, the Department of Housing and Community Development is revising its meeting schedule and will now host two (2) community meetings to engage the general public and private stakeholders in the development of the Five Year Consolidated Plan, the Annual Action Plan, and its updated Citizen Participation Plan.
City of West Palm Beach residents, organizations serving low and moderate income residents and special needs populations, and other interested parties are invited to attend these meetings and provide suggestions and comments on housing and community development needs.
