West Palm Beach City Commission Meeting and Community Redevelopment Agency (CRA) Meeting Approvals and Decisions
WEST PALM BEACH, FL (Dec. 10, 2024) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, Dec. 9, 2024.
MAYOR’S OFFICE – Continued an ordinance and second public hearing to February 3, 2025, to amend the Code of Ordinances at Chapter 2 to reflect the name change of the Office of Small and Minority Business Programs; and at Chapter 66 to amend the definition of small business; establish small business participation as a requirement when set; increasing the maximum small business participation to 18% for construction and master contracts; and reorganizing and clarifying several provisions.
CITY ATTORNEY – Approved a resolution authorizing the assessment of City liens in the total amount of $12,096.09 for unpaid water service, sewer service, and stormwater service charges for the month of August 2024; approved a resolution approving a Settlement Agreement and General Release totaling $500,000 in the matter of John Monroque v. Nicholas Lordi, Jamesloo Charles, and the City of West Palm Beach for an incident at the Food Plus grocery store, 5501 Broadway Avenue, on or about November 1, 2019.
COMMUNITY REDEVELOPMENT AGENCY – Approved a resolution granting license agreement to NORA Holdings, LLC for the use of the lands underneath the Palm Beach Lakes Boulevard Bridge, to facilitate additional offsite parking and programming space in relation to the NORA development.
DEVELOPMENT SERVICES – Approved a resolution after a public hearing to amend the conditions set forth in Resolution No. 23-23 for vacating and abandoning an alley generally located at 515 Fern Street, in addition to granting an extension of time to comply with the conditions for the abandonment; continued to December 23, 2024, a resolution and public hearing to approve the replat of approximately 2.38-acres (103,758 square feet) of real property generally located at 180 Lakeview Avenue and 809 South Flagler Drive, as is associated with the One Flagler office and First Church of Christ Scientist developments.
ENGINEERING – Approved a resolution granting a License and Maintenance Agreement to the Riverwalk of the Palm Beaches Homeowners Association, Inc. for the construction and maintenance of a chain-link fence located within the Fire Station No. 7 property at 8007 Okeechobee Boulevard.
FINANCE – Approved a resolution authorizing the amendment of current Fiscal Year 2024-2025 American Rescue Plan Act Capital Grant Fund to transfer budget appropriations between account projects to mirror grant expenditure categories and to reallocate available balances from completed projects.
FIRE DEPARTMENT – Approved a resolution approving the submittal of an application to the Federal Emergency Management Agency (FEMA) for a grant under the 2024 Assistance to Firefighters Grant (AFG) Program in the amount of $2 million for the replacement of firefighters breathing equipment.
PARKS and RECREATION – Approved a resolution accepting and appropriating funding in the amount of $5,500 from The Walter & Adi Blum Foundation, Inc. as a donation to the Department of Parks and Recreation to be used to purchase presents for school-aged children who attend schools and programs that serve the Pleasant City Community; approved a resolution accepting and appropriating funding in the amount of $2,500 from the following agencies: The Breakers Palm Beach, and Pascal Amazou for the annual Share a Supper Thanksgiving Dinner; approved a resolution correcting a scriveners error in Resolution No. 194-24(F) regarding appropriating $28,362 for the State of Florida Department of Health Child Care Food Program to provide snacks during the City's after-school programs at two (2) community centers; approved a resolution authorizing the appropriation or transfer of $4,000 in Parks Bond funds in Fiscal Year 2024-2025 from the South Olive Playground Project to fully fund the South Olive Tennis Center Project.
POLICE DEPARTMENT – Approved a pair of resolutions accepting the award of $74,416 in grant funding from the U.S. Department of Justice Edward J. Byrne Memorial Grant Program to be used for the purchase of nine (9) electric police bicycles along with their maintenance; and a second resolution appropriating the FY 2024 grant award funds from the U.S. Department of Justice Edward J. Byrne Memorial Justice Assistance Grant Program; approved a resolution appropriating funds in an amount up to $17,993 for on-water law enforcement for manatee protection, which costs will be reimbursed by

Approved a resolution after revision authorizing a Notice of Intent to Dispose of Community Redevelopment Agency property located at 719 N. Sapodilla Avenue in West Palm Beach, Fl.
Approved a resolution authorizing a grant in an amount not to exceed $75,000 to Joshua Hilleman under the Contributing Structure Rehabilitation program for improvements to the property located at 1225 North Sapodilla Avenue and authorizing the Chair to sign a grant agreement.
