Housing & Community Development

Housing

The mission of the City of West Palm Beach Department of Housing and Community Development is to enhance the quality of life for its residents through the development of housing, social, and economic opportunities. The Department is committed to high standards of customer service in the administration and delivery of programs that are collaborative, innovative, and sustainable.

Creating opportunities that will support and empower low-income household and neighborhoods requires a multifaceted and comprehensive approach. In order to maximize the production of affordable housing, economic development, and the provision of services to its residents, the Department is committed to a variety of public/private initiatives and works toward integrative goals that focus on leveraging strategies both internally and externally.

Community Services, a division of the Department, is a resource center that offers the community a compassionate place to receive information, referrals, counseling and serves as a "one-stop" assistance center.

FY 2025-2029 Five-Year Consolidated Plan

The City of West Palm Beach Housing and Community Development Department is preparing its five-year Consolidated Plan for FY 2025-2029. The Consolidated Plan (“Con Plan”) is designed to assess the City’s affordable housing and community development needs, market conditions, and to make data-driven, place-based investment decisions.

The consolidated planning process serves as the framework to identify housing and community development priorities that align and focus funding from the U.S. Department of Housing and Urban Development’s (HUD’s) Community Planning and Development formula block grant programs including:

  •     CDBG: Community Development Block Grant Program

  •     HOME: HOME Investment Partnerships Program

  •     HOPWA: Housing Opportunities for Persons with AIDS Program

Your involvement in this process is critical to creating a Con Plan that reflects the needs of West Palm Beach.
