West Palm Beach City Commission Meeting and Community Redevelopment Agency (CRA) Meeting Approvals and Decisions

WEST PALM BEACH, FL (February 4, 2025) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, February 3, 2025.

MAYOR’S OFFICE – Ratified Antonio “Tony” Araujo as the new West Palm Beach Police Chief; approved an ordinance after a second public hearing amending the Code of Ordinances at Chapter 2 to reflect the name change of the Office of Small and Minority Business Programs; and at Chapter 66 to amend the definition of small business; establish small business participation as a requirement when set; increasing the maximum small business participation to 18% for construction and master contracts; and reorganizing and clarifying several provisions.  

DEVELOPMENT SERVICES – Approved an ordinance after a second public hearing for a City-initiated request for a text amendment to Chapter 94, the Zoning and Land Development Regulations, Article XVII, Affordable and Workforce Housing, to increase the Broadway Mixed Use District (BMUD) incentives from three (3) to seven (7) floors, to provide clarification in cases where a property is requesting an upzoning that the 50% bonus units shall be taken from the original base zoning of the property, provide clarification of maximum Floor Area Ratio allowed and authorizing limited variance and waivers review for Live Local workforce housing developments by the City Commission; approved a resolution after a public hearing on a request by Docks & More Construction Co. on behalf of Joe Marx for a Class A Special Use Permit (with a waiver) for a dock and boat lift to have a length greater than 100 feet located at the subject property 8002 Flagler Court; held a public hearing and approved a resolution on a request by Joe Verdone of Carlton Fields, on behalf of Flagler Residential, LLC, for the approval of a Major Planned Development Amendment to the 1309 South Flagler Drive Residential Planned Development (RPD) to modify waivers, development regulations, and to update various plan sheets based on the build out of the site, and approving various easements and maintenance agreements.

ENGINEERING – Approved a resolution adopting a "Complete Streets" policy to enhance safety for our residents and visitors.

MANDEL PUBLIC LIBRARY – Approved a resolution accepting and appropriating funds in the amount of $56,675 from the West Palm Beach Library Foundation for the Mandel Public Library of West Palm Beach to continue to fund a full-time Licensed Social Worker and "Be Well at Mandel" programming initiatives; approved a resolution authorizing the use of the Mandel Public Library of West Palm Beach for an on-the-job training workforce experience program by Independence Works, Inc., in cooperation with the Florida Department of Education and the Division of Vocational Rehabilitation.

PARKS and RECREATION – Approved two companion resolutions, the first approving a Consent Order with the Department of Environmental Protection Consent Order regarding the Waterfront Docks; and the companion resolution appropriating funds from Visit Palm Beach to pay the $5,000 settlement.

POLICE DEPARTMENT – Approved a resolution providing appropriations from State Law Enforcement Forfeiture Funds of $23,513 to purchase law enforcement crime scene equipment.

PUBLIC UTILITIES – Approved two companion resolutions, the first to execute a Utility Work by Highway Contractor Agreement (UWHCA) with the State of Florida Department of Transportation (FDOT) for City Utility Work in conjunction with State Road No. A-1-A Milling & Resurfacing (Ibis Way to Emerald Beach Way) in the Town of Palm Beach; and the companion resolution authorizing the appropriation or transfer of City funds in Fiscal Year 2024-2025 to amend the water and sewer renewal and replacement fund budget to provide appropriations for utility relocation within FDOT State Road A-1-A improvements project on South Ocean Boulevard from Ibis Way to Emerald Beach Way in the Town of Palm Beach.

Below is a complete list of approvals and decisions made at the Monday, February 3, 2025, Community Redevelopment Agency (CRA) meeting.

Approved five companion resolutions authorizing the CRA to renew leases for:

  • Authorizing the CRA to renew a lease to Apartment A for one (1) year for the property located at 608 23rd Street, Unit A, West Palm Beach, Florida, 33407, to the existing tenants.

  • Authorizing the CRA to renew a lease to Apartment B for one (1) year for the property located at 608 23rd Street, Unit B, West Palm Beach, Florida, 33407, to the existing tenants.

  • Authorizing the CRA to renew a lease to Apartment C for one (1) year for the property located at 608 23rd Street, Unit C, West Palm Beach, Florida, 33407, to the existing tenants.

  • Authorizing the CRA to renew a lease to Apartment C for one (1) year for the property located at 610 23rd Street, Unit C, West Palm Beach, Florida, 33407. And

  • Authorizing the CRA to renew a lease to Apartment D for one (1) year for the property located at 608 23rd Street, Unit D, West Palm Beach, Florida, 33407, to the existing tenant.

Approved a resolution authorizing publication of a 30-day Notice of Intent to Dispose of Community Redevelopment Agency (CRA) property located at 901 N. Tamarind Avenue, as required by Section 163.380(3)(a), Florida Statutes, seeking proposals for a short-term lease to operate a pop-up roller skating rink or similar use on the property.
