West Palm Beach Mayor and City Commission Meeting Meeting Approvals and Decisions

WEST PALM BEACH, FL (April 29, 2025) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, April 28, 2025.

MAYOR’S OFFICE – Mayor Keith A. James had the honor of presenting two proclamations at the meeting.

Mayor James proclaimed May 2025 as National Bicycle Month and presented the proclamation to representatives of the City's Engineering and Public Works staffs, and members of the Bike Master Plan Update Steering Committee.

Also, Mayor James proclaimed May 2025 as Mental Health Awareness Month and presented the proclamation to Renee Govig, the City's Human Resources Director.

CITY ATTORNEY – Approved a resolution for a Conditional Settlement Agreement totaling $75,000 in the matter of Gianno Lizano vs. The City of West Palm Beach; approved a resolution waiving a potential conflict of interest relating to Greenberg Traurig, P.A.’s representation of Vanderbilt University and related entities in connection with land acquisition and land use matters and its representation of the City in unrelated matters.

DEVELOPMENT SERVICES – Approved a resolution approving a property improvement and maintenance agreement between the City of West Palm Beach and 350 South Australian Owner LP; approved a resolution consenting to encroachments in the rights-of-way and granting an aerial easement related to the mixed-use office project (known as the 111 Olive and 300 Banyan) at 300 Banyan Boulevard and 301 Clematis Street, and approving right-of-way maintenance agreements and easement; after a first public hearing, approved an ordinance regarding a rezoning to change the zoning designation of approximately ±41.3 acres located at 4200 North Australian Avenue from Community Service (CS) to Community Service Planned Development (CSPD); and discussed a resolution regarding the development regulations and conditions for the County’s Community Services Department Planned Community Service Development (CSPD); approved a resolution after a public hearing on a request by Matt Wojciechowski of Schmidt Nichols, on behalf of Centrepark Residences LLC, for a Major Amendment to the Centrepark Commercial Planned Development (CPD), with waivers from the City’s Zoning and Land Development Regulations, to allow for the construction of a 323-residential unit, 12-story multi-family residential building with a 9-level parking garage on property located at 1415 Centrepark Boulevard.

Continued an ordinance and public hearing, and resolution to the May 12, 2025, City Commission meeting regarding a Rezoning to change the Zoning designation of approximately 1.42 acres located at 3705 South Flagler Drive from Multifamily High Density Residential (MF32) to Residential Planned Development (RPD), and the companion resolution regarding the development regulations and conditions for the Flagler House Residential Planned Development, and granting waivers of the Zoning and Land Development Regulations.

ENGINEERING – Approved a resolution approving the Guaranteed Maximum Price (GMP) for Chase Street and Trinity Place Streetscape project and the First Amendment to the construction contract with Burkhardt Construction to establish the GMP; approved a resolution approving a Locally Funded Agreement for the City of West Palm Beach (the City) and Florida Department of Transportation (FDOT) and a Three Party Escrow Agreement between the City, FDOT, and the State of Florida, Department of Financial Services, Division of Treasury for the City's participation funding of the South Dixie Highway Resurfacing, Restoration and Rehabilitation (RRR) Improvements Project.

PUBLIC WORKS – Approved a resolution appropriating funding in the amount of $1,182,000 to fund various HVAC system replacements needed at the South Olive, El Vedado Park, and Pleasant City Community recreation centers.

PUBLIC UTILITIES – Approved a resolution for the execution of a Utility Work by Highway Contractor Agreement (UWHCA) with the State of Florida Department of Transportation (FDOT) for incidental City Utility Work in conjunction with State Road No. 704/Royal Palm Way Milling & Resurfacing (Four Arts Plaza to South County Road) in the Town of Palm Beach.
