West Palm Beach City Commission Meeting and Community Redevelopment Agency (CRA) Meeting Approvals and Decisions
WEST PALM BEACH, FL (March 4, 2025) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, March 3, 2025.
CITY ATTORNEY – Approved a resolution approving a Conditional Settlement Agreement totaling $110,000 in the matter of Sasha Skinner vs. The City of West Palm Beach, Kenneth V. Farino and Kim S. Farino; approved a resolution authorizing the assessment of City liens in the total amount of $10,270.08 for unpaid water service, sewer service, and storm water service for the month of October 2024; approved a resolution authorizing the assessment of City liens in the total amount of $25,024.57 for unpaid water service, sewer service, and stormwater service for the month of November 2024; approved a resolution approves a Conditional Settlement Agreement totaling $90,000 in the matter of Janine Testa for Anthony Testa, Employee/Deceased; approved a resolution approves a Conditional Settlement Agreement totaling $90,000 in the matter of Jaimee Williams for Robert Williams, Employee/Deceased.
DEVELOPMENT SERVICES – Approved an ordinance after a second public hearing for a city-initiated text amendment to the Zoning and Land Development Regulations (ZLDRs) at Section 94-11, Applications, to amend required documentation for proof of ownership and Section 94-611, Definitions, to clarify the definition for building height, fence/wall height measurement, and dwelling unit; approved a resolution after a public hearing on a request submitted by Robert Crane, of Jones Foster, on behalf of Jamco, Inc., for the abandonment of an approximately 0.08-acre (3,485 square feet) portion of a platted right-ofway generally located at the intersection of Wilkins Avenue and Whitney Street in the amount of $188,000.
PARKING ADMINISTRATION – Approved a resolution amending the Fiscal Year 2024/2025 General Fund budget to recognize a parking meter donation in the amount of $6,777.25 for Martin Luther King Jr. Day, January 20, 2025, and appropriating the funds for a donation to the Martin Luther King Jr. Caregivers.
PARKS and RECREATION – Approved a resolution accepting and appropriating funds in the amount of $5,500 from Prime Time of Palm Beach County funded by the Children Services Council in recognition of the after-school programs at Gaines Park, Vedado Park, Pleasant City and South Olive Park completing the Quality Improvement System (QIS) core quality practices.
POLICE DEPARTMENT – Approved a pair of companion resolutions authorizing the acceptance of an award from the Florida Department of Transportation for a grant in the amount of $111,000 to fund the Police Department's Occupant Protection Program (seatbelts and child restraint device usage), and the second providing for the receipt and appropriation of $111,000 in grant funding in FY 2024/2025; approved two companion resolutions, the first accepting an award from the Florida Department of Transportation for a grant in the amount of $123,000 to fund a Speeding and Aggressive Driving Enforcement Campaign, and the second providing for the receipt and appropriation of $123,000 in grant funding in FY 2024/2025; approved two companion resolutions, the first accepting a donation from the Palm Beach County Sheriff’s Office of a 2021 GMC Yukon Denali for use by the West Palm Beach Police Department for Law Enforcement activities, and the companion resolution appropriating the receipt of a 2021 GMC Yukon Denali.
PUBLIC UTILITIES – Approved two companion resolutions, the first accepting a Cooperative Funding grant from the South Florida Water Management District in the amount of $31,250 to be used to fund a Community Water Conservation Program related to water-efficient fixtures (High-Efficiency Toilet Program); and the second providing budget appropriations in the Water and Sewage Systems Revenue Fund; approved a resolution amending the Grassy Waters Conservancy, Inc. Agreement to allow increased funding by the Conservancy's for the publication and printing of the children's book, “Sam the Snail Kite;”

Approved a resolution authorizing the commencement of negotiations with Vegan Fine Foods for the terms of conveyance of 719 N. Sapodilla Avenue in West Palm Beach, Florida.
Approved a resolution approving the purchase of 914 Fern Street for $5,500,000 to extend Fern Street to Clearwater Place.
