West Palm Beach City Commission Meeting Approvals and Decisions

WEST PALM BEACH, FL (August 19, 2025) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, August 18, 2025.

MAYOR’S OFFICE – Approved a resolution to provide appropriations for remediation, repair, and upgrades to the Police department building; approved a resolution finding that a portion of the City-owned property located at 1450 S. Olive Avenue is not needed for direct City purposes, declaring the property as surplus, and authorizing negotiations with the Norton Museum of Art on terms and conditions for a long-term ground lease for a proposed public cultural art park.

DEVELOPMENT SERVICES – Approved a resolution designating the Director of Development Services as the administrative authority to receive, review and process, and to approve, approve with conditions, or deny proposed plat or replat submittals; approved a resolution amending Resolution No. 29-22 and approving the change to the Face of the City for the proposed design concept for North Railroad Avenue Streetscape between 10th Street and 11th Street; approved an ordinance after a first public hearing regarding a request by Lentzy Jean-Louis of Urban Design Studio on behalf of Huizenga Holdings Inc. for a text amendment to Chapter 94, Article III, Section 94-72 "Single-Family Low Density District (SF-7)" and 94-74 "Single-Family High Density District (SF14)" of the City’s Zoning and Land Development Regulations, to allow for revised dimensional lot requirements, setback requirements and exceptions for the SF-7 and the SF14 specific to lots located east of Broadway Avenue, west of North Flagler Drive, north of 40th Street, and south of 45th Street; approved an ordinance after first public hearing amending the Zoning and Land Development Regulations (ZLDRs) to create development regulations for the North Flagler Overlay District.

FINANCE – Approved a resolution approving budget appropriations for revenue and expenditures in the amount of $204,650 to cover unbudgeted eligible costs incurred in FY 2024/2025 as a result of DR-4834-Hurricane Milton; and providing for the receipt of public assistance grant funds from the Federal Emergency Management Agency (FEMA); approved a resolution after a public hearing establishing the rates for the Fire Service Assessment Fee for fiscal year 2025/2026 and approving the assessment roll; approved a resolution after a public hearing adopting the assessment roll for the Chronic Nuisance Assessment for fiscal year 2025/2026, which includes properties with unpaid charges for the abatement of code violations and chronic nuisance.

FIRE DEPARTMENT – Approved a resolution approving an agreement with Barry University to provide clinical experience with the West Palm Beach Fire Department for students in Barry University's Emergency Medical Services/Fire program; approved three companion resolutions, the first approving the agreement between Southeast Florida Behavioral Health Network, Inc., (SEFBHN) and the City of West Palm Beach, accepting a grant in an amount not to exceed $1,477,060 for reimbursement of Coordinated Opioid Response Network (CORE) services; and the second resolution approving the receipt and appropriation of funds from the agreement between SEFBHN and the City of West Palm Beach to provide services for individuals struggling with substance use disorders and opioid addiction; and the third companion resolution  approving the positions to the budget from the agreement between SEFBHN and the City of West Palm Beach in an amount not to exceed $1,477,060 for reimbursement of CORE services.

HUMAN RESOURCES – Approved a resolution approving the selection of Empower Annuity Insurance Company of America to provide administration services for the City's Defined Contribution (401a) and Deferred Compensation (457b) Retirement plans and authorizing execution of all documents.

MANDEL LIBRARY – Approved two companion resolutions, the first approving an agreement between the Palm Beach County Food Bank, Inc., and the Mandel Public Library of West Palm Beach to continue a Benefits Outreach Partnership where the Mandel Public Library of West Palm Beach to host a representative to assist people with filing for Florida Food Assistance Program "SNAP" benefits; and the second resolution approving an agreement with the Palm Beach County Food Bank, Inc. to provide weekend meals to children at the Mandel Public Library of West Palm Beach.

POLICE DEPARTMENT – Approving a resolution recognizing a transfer of funds from the West Palm Beach Community Redevelopment Agency (CRA) to the general fund budget to be appropriated for the purchase of an anti-vehicle barrier system; approved a resolution amending the fleet replacement fund budget to provide additional funding from reserves for the Police mobile command center; approved a resolution approving the allocation of supplemental funding from the State of Florida - State Financial Assistance For Fentanyl Eradication (S.A.F.E.) initiative in the amount of $30,000 to assist in conducting complex criminal investigations; approved an ordinance after first public hearing for establishing City ordinance 5142-25 for the implementation and operation of a school zone speeding enforcement program in accordance with Florida House Bill 657 codified in Chapter 316, Florida State Statute; and a companion resolution designating Police Department staff to serve as Clerk to the local hearing officer for hearings related to enforcement of the City's school zone speeding enforcement regulations. The second public hearing on Ordinance 5142-25 was set for the Sept. 15, 2025, Mayor and City Commission meeting
