West Palm Beach City Commission Meeting and Community Redevelopment Agency (CRA) Meeting Approvals and Decisions
WEST PALM BEACH, FL (Sept. 2, 2025) – Below is a summary of the approvals and decisions made by the City Commission meeting on Tuesday, September 2, 2025.

Mayor Keith A. James honored staff who devoted countless hours to making the annual 4th on Flagler Fourth of July Spectacular a success.
MAYOR’S OFFICE – A resolution supporting the construction of Honorary Designation Markers on a portion of Southern Boulevard in honor of President Donald J. Trump and recognizing the Florida Department of Transportation as the agency responsible for the designation markers, was pulled from the agenda.
CITY ATTORNEY – Approved a resolution authorizing the assessment of City liens in the total amount of $14,469.43 for unpaid water service, sewer service, and storm water service charges for the month of April 2025.
DEVELOPMENT SERVICES – Approved an ordinance after second public hearing regarding a request by Lentzy Jean-Louis of Urban Design Studio on behalf of Huizenga Holdings Inc. for a text amendment to Chapter 94, Article III, Section 94-72 "Single-Family Low Density District (SF-7)" and 94-74 "Single-Family High Density District (SF14)" of the City’s Zoning and Land Development Regulations, to allow for revised dimensional lot requirements, setback requirements, and exceptions for the SF-7 and the SF14 specific to lots located east of Broadway Avenue, west of North Flagler Drive, north of 40th Street, and south of 45th Street; approved an ordinance after a second public hearing amending the Zoning and Land Development Regulations (ZLDRs) to create development regulations for the North Flagler Overlay District.
Agreed to continue two public hearings and first readings of proposed ordinance modifications to the September 15, 2025, Mayor and City Commission meeting. The ordinances changes are for ordinance 5140-25 regarding a Future Land Use Map Amendment to change the Future Land Use designation of approximately 2.46 acres located at 2410, 2460, and 2508 North Australian Avenue from Community Service (CS) and Commercial (C) to Multifamily (MF); and ordinance 5141-25 regarding a Rezoning to change the Zoning designation of approximately 2.46 acres located at 2410, 2460, and 2508 North Australian Avenue from Recreation and Open Space (ROS) and Neighborhood Commercial (NC) to Multifamily High Density Residential (MF32).
HOUSING and COMMUNITY DEVELOPMENT – Approved a resolution accepting $150,000 in funding from the West Palm Beach Downtown Development Authority to support homeless outreach efforts in downtown West Palm Beach.
PUBLIC WORKS – Approved a resolution recognizing and appropriating sale of assets proceeds for the purchase of vehicles in Public Works and other departments in the amount of $425,895;
PUBLIC UTILITIES – Approved a resolution authorizing and approving an interlocal agreement between the City and the Palm Beach Soil and Water Conservation District to provide irrigation evaluations and water conservation services under the Urban Irrigation Efficiency Improvement Program; approved a resolution providing appropriations in the amount of $550,000 for the Public Utilities Water Treatment Plant for additional chemical expenses.

Approved a resolution adopting Amendment No. 20 to the Downtown/City Center Community Redevelopment Agency (CRA) Strategic Finance Plan.
Approved a resolution adopting the final estimates of revenue and expenditures for the fiscal year commencing on October 1, 2025, and ending on September 30, 2026, for the Downtown/City Center District of the West Palm Beach Community Redevelopment Agency (CRA).
Approved a resolution adopting Amendment No. 21 to the Northwood/Pleasant City Community Redevelopment Agency (CRA) Strategic Finance Plan.
Approved a resolution adopting the final estimates of revenue and expenditures for the fiscal year commencing on October 1, 2025, and ending on September 30, 2026, for the Northwood/Pleasant City District of the West Palm Beach Community Redevelopment Agency (CRA).
Approved a resolution approving a mobility improvement assistance agreement in the amount of $335,000 among WPB Mobility Coalition, Inc., the City of West Palm Beach, and the West Palm Beach Community Redevelopment Agency (CRA) commencing October 1, 2025, for three (3) years.
Approved a resolution authorizing a Relocation and Development Assistance grant for Project Flagship for an amount not to exceed $2 million.
Approved a resolution granting approvals to allow the Open Space under a Ground Lease with Navarro Lowrey Waterfront, LLC, adjacent to 185 N. Banyan, to be used during the 2025-2026 winter season by The Ben hotel as an ice rink open to the public.
