West Palm Beach City Commission Meeting Approvals and Decisions
WEST PALM BEACH, FL (Wednesday, Feb. 18, 2026) – Below is a summary of the approvals and decisions made by the City Commission meeting on Tuesday, February 17, 2026.
MAYOR’S OFFICE – Mayor Keith A. James proclaimed Friday, February 27, 2026, as The Lord’s Place March to End Homelessness Awareness Day in the City of West Palm Beach.

CITY ATTORNEY – Approved a resolution authorizing the assessment of City liens in the total amount of $17,480.59 for unpaid water service, sewer service, and stormwater charges for the month of September 2025; approved a resolution authorizing the assessment of City liens in the total amount of $16,711.85 for unpaid water service, sewer service, and stormwater charges for the month of October 2025; approved a resolution approving a Settlement Agreement totaling $150,000 in the matter of Patrick Charles DeGasperis, Employee/Claimant.
DEVELOPMENT SERVICES – Approved an ordinance after a first public hearing for a City-initiated request for a text amendment to Chapter 94 Zoning and Land Development Regulation, to add Section 94-58 - Request for Accommodations, which establishes procedures to request a Reasonable Accommodation to zoning regulations in compliance with the Fair Housing Act (FHA) and American with Disability Act (ADA).
FINANCE – Approved a resolution authorizing the use of General Fund Contingency in the amount of $712,000 and Fire Assessment Fee Fund discretionary fund balance in the amount of $270,000 to provide a total of $982,000 in appropriations for an EMS Rescue Truck, uniforms, and bunker gear related to the 2024 SAFER grant firefighter positions.
HOUSING and COMMUNITY DEVELOPMENT – Approved a resolution approving submittal of a grant application to the U.S. Department of Transportation's FY 2026 BUILD Program in the amount of $6,250,000 for improvements to the historic Seaboard Train Station.
PARKS and RECREATION – Approved a pair of companion resolutions, the first authorizing the execution of a grant agreement between the City of West Palm Beach, the National Recreation and Park Association (NRPA), and the Positive Coaching Alliance (PCA) to provide in-kind training for youth development support, program supplies, and special youth/family activities, and the companion resolution appropriating the grant funds in the amount of $2,500 from the National Recreation and Park Association and the Positive Coaching Alliance.
POLICE DEPARTMENT – Approved four sets of companion resolutions acting grants. The first two companion resolutions include accepting an award from the Florida Department of Transportation for a grant in the amount of $65,000 to fund a Speeding and Aggressive Driving Enforcement Campaign, and the companion resolution providing for the receipt and appropriation of $65,000 in grant funding in FY 2025/2026. The second set of resolutions include accepting an award from the Florida Department of Transportation (FDOT) for a grant in the amount of $58,000 to fund the Police Department's Occupant Protection Program regarding the use of seatbelts and child restraint devices, and a resolution providing for the receipt and appropriation of $58,000 in grant funding in FY 2025/2026. The third companion resolutions accepting an award from the Florida Department of Transportation (FDOT) for a grant in the amount of $100,000 to fund an Impaired Driving Enforcement Campaign and the companion resolution providing for the receipt and appropriation of $100,000 in grant funding in FY 2025/2026. The final set of companion resolutions are for accepting a donation from Ideal Nutrition of $8,035 for the West Palm Beach Police Department for purchasing Bomb Unit-related equipment and the companion resolution appropriating the receipt of $8,035 for the purchase of Bomb Unit-related equipment.
PROCUREMENT – The Mayor and City Commission heard an appeal from Let’s Play Tennis regarding Denial of Protest of Intent to Award Request for Proposal 24-25-222 ES Tennis Centers Operations Management to USTA Florida. The Mayor and City Commission approved the appeal.
