Pressure Washing Services

(SHELTERED MARKET)

This solicitation is reserved for small business enterprises certified as a small business by the City, Palm Beach County or the School Board of Palm Beach County and domiciled in Palm Beach County are eligible to bid.

 

INTENT

The City of West Palm Beach (“City”) is soliciting bids from qualified, responsible and experienced commercial pressure washing contractors to provide pressure washing services on an as needed basis.  The sole purpose and intent of this ITB  is to a secure a firm, fixed unit pricing and establish a term contract for various City facilities.

Contractor selected under this contract may be awarded a separate contract with the City of West Palm Beach, the East Central Regional Waste Water Treatment Facility Operations Board (ECR) and or the West Palm Beach Community Redevelopment Agency (CRA) under the terms and conditions of this ITB.

SCOPE   

Contractor shall provide, as needed, commercial grade high pressure washing services, upon request from the city. Services may consist of horizontal and/or vertical washing, and may include, but shall not be limited to buildings, sidewalks, parks and parking areas. Surface materials generally may include, but not be limited to, concrete, masonry, brick, wood, metal, glass, and aluminum. All surface areas will be pretreated with 100% biodegradable degreaser to remove all surface grease. The surface will then be pressure washed using 200+ degree water.

Pressure washing shall remove all foreign material to include, but shall not be limited to, bug droppings, and debris, bird droppings and debris, spider webs, mold mildew, grease, adhesive, sand, dirt and any other debris that sticks to the area specified for washing. Brush cleaning and low-pressure cleaning shall be used for roofs and other areas when necessary.

Solicitation documents may be acquired electronically and free of charge by registering and logging onto the City of West Palm Beach’s third-party website, DemandStar at: https://network.demandstar.com/for-business. The solicitation and any addenda posted by the City on DemandStar are the only official procurement documents.  The City does not post procurement documents on other third-party sites and is not responsible for the content posted on any third-party site other than DemandStar.

 

Time is of the essence and any bid received after 3:00 p.m. on June 25, 2026, whether by mail or otherwise will be returned unopened. Bidders are responsible for insuring that their bid is time-stamped by Procurement personnel by the deadline.  The City shall not be responsible for any delays caused by any occurrence.

 

Bidders shall submit one (1) unbound original, one (1) electronic version and two (2) copies of the Bid shall be submitted in a sealed envelope marked in the lower left-hand corner with the ITB number, ITB title, bid submittal deadline date.

 

LOBBYING PROHIBITED. Contact by a Bidder (or anyone representing a Bidder) regarding this solicitation with the Mayor, any City Commissioner, officer, or City employee, ECR Board Member, ECR Board Alternate Member, committee member, or Mayor, Commissioner or Official of the governing body of any ECR Member or any officer or employee of any ECR Member, CRA Board, CRA, other than an employee of the West Palm Beach Procurement Division is grounds for disqualification.
