Mr. Kendricks spent nearly two decades experiencing homelessness on the streets of West Palm Beach. Known to local service providers since at least 2017, Joseph faced extraordinary challenges throughout his life.
At just 13 years old, Joseph was accidentally shot by his brother, leaving him permanently dependent on a wheelchair. Years later, he lost a leg after a severe infection developed from a rat bite he suffered while sleeping outdoors. For nearly eight years, his Social Security benefits were being received by a relative, leaving him without access to the income intended to support him.
When the City of West Palm Beach Homeless Outreach Team began engaging Joseph, building trust took time. It started with a simple smile and consistent outreach. As the relationship grew, staff worked to remove the barriers that had kept him homeless for so long. The team assisted him with obtaining a birth certificate, Social Security card, Florida identification, and restoring access to his Social Security benefits. Staff transported him to appointments, connected him to showers, meals, respite care, and worked alongside dedicated church volunteers who had also developed a relationship with Joseph and supported him throughout his journey.
Although there were setbacks along the way, including unsuccessful shelter placements and challenges navigating services, the outreach team remained committed. Through persistent advocacy, case management, document readiness, benefit restoration, and housing navigation, Joseph was ultimately matched to a Permanent Supportive Housing opportunity.
Today, Joseph is permanently housed, has access to his income, and is no longer living on the streets. His story is a powerful reminder that even individuals facing the most significant barriers can achieve housing stability when a community comes together and refuses to give up.
