West Palm Beach Mayor and City Commission Meeting Approvals and Decisions

WEST PALM BEACH, FL (July 21, 2026) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, July 20, 2026.

MAYOR’S OFFICE – Mayor Keith A. James proclaimed the month of July 2026 as National Parks and Recreation Month within the City of West Palm Beach.

West Palm Beach Mayor Keith A. James proclaimed the month of July 2026 as National Parks and Recreation Month in the City of West Palm Beach, Mayor James presented the proclamation to Leah Rockwell, director of Parks and Recreation, and her staff. 

Mayor James also proclaimed July 20, 2026, as Palm Beach State College America 250 Celebration Day.

Mayor Keith A. James proclaimed Monday, July 20, 2026 as Palm Beach State College Day in the City of West Palm Beach. Palm Beach State College President Ava L. Parker, JD, accepted the proclamation with students and Associate Dean Eligio Marque, EdD.

The Florida Legislature approved a grant for the City’s West Palm Beach Membrane Pilot test program. State Senator Mack Bernard and State Representative Jervonte Edmonds presented the City with a check for $8.5 million for the project.

Two members of the Palm Beach County Legislative delegation presented the City with an $8.5 million grant check for the West Palm Beach Membrane Pilot Testing Project. In on the presentation were, from left, Commissioner Stephen Sylvester, Commissioner Christy Fox, Commissioner Cathleen Ward, State Sen. Mack Bernard, Mayor Keith A. James, Rep. Jervonte Edmonds, Commissioner Shalonda Warren, and Commission President Joseph Peduzzi.

CITY ATTORNEY – Approved a resolution approving a Term Sheet with Pine Crest Preparatory School for the sale of approximately 57 acres of City property for the development of a school.

DEVELOPMENT SERVICES – Approved an ordinance after a second public hearing declaring a zoning in progress for the South Flagler Drive corridor MF32 properties; approved three joint ordinances after second public hearings for:

  • Approving a voluntary annexation of approximately 8.54 acres of land located at 5710 North Haverhill Road; and

  • Amending the Future Land Use map of the Comprehensive Plan of the City of West Palm Beach by assigning a Future Land Use designation of Multifamily to approximately 8.54 acres of land annexed into the City, located at 5710 North Haverhill Road; and

  • Amending the Zoning Map of the City of West Palm Beach by assigning a zoning designation of Multifamily 32 to approximately 8.54 acres of land annexed into the City, located at 5710 North Haverhill Road.

Approved a resolution after a public hearing on a request by Urban Design Studio (UDS), on behalf of the property owner, Palm Lake Baptist Association Inc, and the Applicant, The Kolter Group LLC, for a Special Site Plan Review, including one waiver from the Zoning and Land Development Regulations (ZLDRs), in accordance with Sections 94-56, 94-552, and 94-553 for the proposed multifamily residential development located at 5710 North Haverhill Road, comprised of 318 multifamily residential units, of which 44 units will be affordable serving households between 80-120% of the area median income.

ENGINEERING – Approved four companion resolutions, Railroad Reimbursement Agreements with the Florida Department of Transportation (FDOT) and the South Florida Regional Transportation Authority (SFRTA) for:

  • The 7th Street crossing maintenance in the amount of $718,655; and

  • The 15th Street crossing maintenance in the amount of $782,025; and

  • The 25th Street crossing maintenance in the amount of $1,055,622; and

  • The 36th Street crossing maintenance in the amount of $853,374.

Approved a resolution authorizing the submittal of an application to the U. S. Department of Transportation under the FY2025 - FY2026 Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program for the City of West Palm Beach Quiet Zones Modernization Project for the amount of $12,000,000.

HOUSING and COMMUNITY DEVELOPMENT – Approved a resolution providing a funding commitment for Phase II of the Southridge public housing redevelopment at 3801 Georgia Avenue; approved a resolution approving an affordable housing agreement and restrictive covenant for District Pointe at 1501 Belvedere Road; approved a resolution after a public hearing approving the City's Annual Action Plan for Fiscal Year 2026-2027 and acceptance of federal entitlement grants.

PARKS and RECREATION – Approved a resolution approving a construction contract for the Howard Park Community Center Replacement project in the amount of $7,549,398.15 with Shiff Construction and Development, Inc.; approved a resolution approving the reconfiguration of Dreher Trail North for the Cox Science Center and Aquarium expansion project.

POLICE DEPARTMENT – Approved a resolution approving an interlocal agreement between the City of West Palm Beach and Saint Lucie County to share public safety radio interoperability.

PUBLIC WORKS – Approved a resolution recognizing and appropriating sale of asset proceeds for the purchase of replacement vehicles in various departments in the amount of $530,375.

PUBLIC UTILITIES – Approved a resolution approving the execution of Utility Work by Highway Contractor Agreement (UWHCA) with the State of Florida Department of Transportation (FDOT) for incidental City Utility Work in Conjunction with State Road No. 5/US-1 Broadway Avenue Improvements Project (from 25th Street to 45th Street).
