West Palm Beach Mayor and City Commission Meeting and Community Redevelopment Agency (CRA) Meeting Approvals and Decisions
WEST PALM BEACH, FL (Sept. 15, 2026) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, Sept. 14, 2026.
MAYOR’S OFFICE – Mayor Keith A. James and members of the City Commission accepted a check from Florida Inland Navigational District for recently completed Brian Chappell Park Pier Replacement project.

MAYOR'S OFFICE -- Approved a resolution approving the proposed public sculpture "Crossroads" by Kai for The District, commissioned by Immocorp Ventures, LLC, to satisfy their public art requirement. Resolution No. 50-24 approved the art concept “Uplift” to be sited at Broadway and 24th Street for The District, but due to technical complications in integrating the artwork to the building, a new site was identified, and the artist created a new concept for the development site (1% escrow $925,000).
Approved a resolution approving the proposed sculpture "The Bellini Tree" by The Haas Brothers for Mr. C's Residences by The Haas Brothers for Mr. C's Residences, commissioned by Lakeview Hospitality Investments, LLC, to satisfy their public art requirement. The performance bond is $1,200,000.
DEVELOPMENT SERVICES – Approved an ordinance after second public hearing and approved a resolution regarding the "Barnett Centre" Downtown Planned Development to transfer the site development plans, the development regulations, and all future major amendments to Resolution No. 187-26; and regarding a Major Planned Development Amendment to the Bank of America/Barnett Centre Downtown Planned Development to allow research and development facilities not of an industrial nature as a permitted use within the existing development. The request was submitted by Jordan Sperling of Schmidt Nichols, on behalf of 625 Flagler Acquisition, LLC, for the property generally located at 625 North Flagler Drive.
The Mayor and City Commission heard an appeal on conditions imposed by the Historic Preservation Board in case #25-89 for 212 Dyer Road. The Mayor and City Commission approved the appeal allowing the improvements to be constructed.
FINANCE – Approved a resolution updating the Comprehensive Fee Schedule for the City of West Palm Beach for Fiscal Year 2026/2027; approved a resolution authorizing the amendment of current Fiscal Year 2025-2026 American Rescue Plan Act Capital Grant Fund and Capital Acquisition Fund to record and transfer transactions within approved eligible grant projects.
HUMAN RESOURCES – Approved a resolution relating to the ratification of a successor collective bargaining agreement between the City of West Palm Beach and the Professional Managers and Supervisors Association Certified Unit No. 1073 (PMSA), for the period of October 1, 2026, through September 30, 2029.
MANDEL LIBRARY – Approved a resolution authorizing the Mayor to submit an application to the Florida Department of State for a State Aid to Libraries Grant for operation and maintenance of the Mandel Public Library; authorizing execution of a grant agreement and other documents; providing an effective date; and for other purposes.
PARKING & MOBILITY ADMINISTRATION – Approved an ordinance after a first public hearing adopting the 2050 City of West Palm Beach Mobility Plan; amending the City of West Palm Beach Code of Ordinances, at Chapter 86, Traffic and Parking, Article VII, Mobility Fee, Sections 86-500 (Mobility Fees), 86-501 (Definitions), 86-502 (Mobility Fee Imposed), 86-503 (Mobility Fee Exemptions), 86-504 (Mobility Fee Schedule), 86-505 (Mobility Fee Determination), 86-508 (Mobility Fee Benefit District), 86-509 (Mobility Fee Expenditures), 86-512 (Administrative Manual and Service Charges), 86-515 (Appeals), and 86-516 (Vested Rights).
PARKS and RECREATION – Approved a resolution approving an Interlocal Agreement between the City of West Palm Beach and Palm Beach County for participation in the 2026-2029 Drowning Prevention Coalition's Learn to Swim Voucher Program to be offered at the Warren Hawkins Aquatic Center in Gaines Park; approved a resolution accepting and appropriating funds for after-school programs completing Quality Improvement System core quality practices; approved a resolution accepting and appropriating funds in the amount of $4,250 from Prime Time of Palm Beach County, funded by the Children Services Council, in recognition of the after-school programs at Gaines Park, Pleasant City, and South Olive Park, completing the Quality Improvement System (QIS) core quality practices.
POLICE DEPARTMENT – Approved an agreement approving and authorizing the Mayor to sign an Interlocal Agreement between the City of West Palm Beach and the Hendry County Sheriff's Office for the donation of K9 Spro to the Hendry County Sheriff's Office.
PUBLIC WORKS – Approved a n ordinance after first public hearing amending the Code of Ordinances at Chapter 74 - Solid Waste, Article V - Commercial Collection Franchise, to clarify provisions regarding the granting of franchises for the collection of solid waste within the City and calculation of franchise fees.
PUBLIC UTILITIES – Approved a pair of companion resolutions, the first accepting an Urban and Community Forestry – Inflation Reduction Act grant from the Florida Department of Agriculture and Consumer Services in the amount of $17,785 to be used to fund urban forest maintenance focused on the structural pruning of young, public trees located within City limits; and the companion resolution amending the Grant Programs Special Revenue Fund budget to recognize a grant from the Florida Department of Agriculture and Consumer Services 2025 Urban and Community Forestry-Inflation Reduction Act Grant in the amount of $17,785 to fund a pruning project of 373 trees along Clear Lake Trail, Lincoln Park, Dreher Park, and Bill Moss Park.

MAYOR’S OFFICE – Mayor Keith A. James proclaimed the week of Sept. 14-18, 2026, as Florida Development Week within the City of West Palm Beach.

Approved a resolution amending the sublease for the Open Space at 185 Banyan Boulevard to allow the operation of an ice rink by The Ben hotel for 2026-2029 Fall/Winter Season.
Approved a resolution adopting Amendment No. 22 to the West Palm Beach Community Redevelopment Agency (CRA) Northwood/Pleasant City District Strategic Finance Plan; and Resolution No. 26-25(F) adopting the final estimates of revenue and expenditures for the fiscal year commencing on October 1, 2026, and ending on September 30, 2027, respectively.
Approved a pair of companion resolutions, the first adopting Amendment No. 21 to the Downtown/City Center Strategic Finance Plan; providing for an effective date; and the companion resolution adopting the final estimates of revenue and expense for the fiscal year commencing on October 1, 2026, and ending on September 30, 2027; appropriating the use of funds shown therein as may be needed or deemed necessary to defray all expenses and liabilities of the Downtown/City Center District of the CRA for such fiscal year; providing an effective date; and for other purposes.
Discussed a second amendment to the ground lease between the West Palm Beach Community Redevelopment Agency and West Palm Point, LLC.
