The West Palm Beach Community Redevelopment Agency (CRA) invites qualified and experienced real estate developers and development teams to submit proposals for the redevelopment of all seven (7) of these CRA-owned property located within the Broadway Mixed-Use District (BMUD) — one of the City’s most significant redevelopment opportunities.

The CRA seeks a development partner capable of delivering a high-quality, architecturally distinctive, and economically sustainable mixed-use project that supports the long-term revitalization of the Broadway Corridor. This corridor has recently been rezoned through the BMUD Form-Based Code, establishing a framework for compact, walkable, and pedestrian-oriented development that integrates residential, commercial, and public uses.

In conjunction with the Notice of Intent to Dispose, the CRA will also publish an Invitation to Negotiate (ITN). The ITN will outline all relevant information regarding the subject parcels—including allowable uses, development objectives, applicable BMUD zoning considerations, proposal process, and evaluation criteria—and will establish guidelines and requirements for submitting development proposals. It is strongly suggested all proposers refer to this ITN for a comprehensive understanding of the CRA’s objectives for the properties and the two-step process for evaluation of proposals..The ITN may be acquired electronically and free of charge by registering and logging onto the City’s third party website, DemandStar at: https://network.demandstar.com/for-business. All proposals must meet the requirements described in the ITN in order to be considered.

All proposals from interested parties must be received no later than April 30, 2026, at 3:00 p.m. Proposals received after this date and time will not be considered.

Proposals shall be submitted to the City of West Palm Beach Procurement Division, 401 Clematis Street, West Palm Beach, FL 33401;

No proposal shall be considered accepted until a written contract is executed by the proposer and the CRA.

The CRA reserves the right to reject all proposals, to re-notice the property, or to retain the property for the CRA's future use, and to take any other action deemed to be in the best interest of the CRA and the City of West Palm Beach as provided by statute.
