Background
The Broadway Avenue Improvements are located between 25th Street and 45th Street in Commission District 1: Commissioner Cathleen Ward. The surrounding land uses are residential, commercial, and institutional, and include connections to transit facilities, parks, and schools. The Project corridor runs approximately one mile long and is entirely in Florida Department of Transportation (FDOT) right-of-way (ROW). ROW width varies between 70 and 80 feet.
Broadway Avenue is currently a four-lane divided roadway with a raised median and center turn lanes. In 2017, over 30% of crashes along the Broadway corridor were pedestrian and bicyclists. This corridor is a priority and identified as a high crash corridor within the City's transportation network. Improvements along Broadway are consistent in the City's Vision Zero Policy.
The City made several attempts to improve safety along Broadway through various measures such as educational events, additional police enforcement and a road safety audit (RSA) with FDOT to address short term safety measures.
The proposed project will address the long-term vision to enhance walkability, safe crossings, vehicular speed management, access and roadway lighting.
Objectives
Prioritizing pedestrian and bicyclist safety would create a focus on enhancing safe mobility for all users. The project will convert Broadway Avenue to a four-lane undivided roadway with multiuse paths lined with shade trees along the corridor. This project will improve pedestrian and bicyclist access to the City's and County's broader transportation network, and connecting citizens to schools, parks, transit facilities, and commercial centers. This would be accomplished by the following:
- Maintaining vehicle access
- Enhancing pedestrian and bicyclist safety and mobility
- Upgrading the existing crosswalks
- Improving aesthetics and visibility
- Enhancing ADA compliant curb ramps
- Providing shade trees
